Patrick LaBuff
Founder & Chief Executive Officer
Patrick LaBuff is the Founder and CEO with 14 years of Homeland Security and Emergency Management experience in the public and private sectors. Most recently, Patrick served as the Director of Emergency Management and Homeland Security for the City of New Haven (CT) and is currently a Professor of Emergency Management at Columbia Southern University. He has previously served as Homeland Security Advisor for the U.S. House of Representatives and as Director of Emergency Management for multiple hospital systems. Patrick has also served in a volunteer capacity as a Surface Rescue Swimmer with the U.S. Coast Guard Auxiliary, as a firefighter with multiple departments, Sawyer for Team Rubicon, and as a Swift Water Rescue Technician and Planning Representative with USAR Connecticut Task Force 1.

Kyle Zifchock
Co-Founder & SVP - National Security & Intelligence
Kyle Zifchock is the Co-Founder and Head of National Security & Intelligence. He served as an intelligence operations leader and analyst with expertise in human risk, Open-Source Intelligence (OSINT), and Signals-Intelligence (SIGINT). With more than 10 years of experience in the US Army, he led multinational operations, delivered hundreds of executive-level briefings, and managed NSA/CSS cryptologic analyst teams globally. As an OSINT analyst in the private sector, Kyle helped blue-chip clients manage human-risk, uncover critical vulnerabilities, and protect their customers. Kyle combines tactical leadership, OSINT tradecraft, and technical insight to help organizations manage risk, strengthen security, and respond to emerging threats.

Joshua Mulligan
Co-Founder & SVP - Cybersecurity & Infrastructure
Joshua Mulligan is the Co-Founder and Head of Cybersecurity and Infrastructure at Guardian Public Safety Services LLC, bringing more than a decade of experience leading organizations through technology transformation and growth. Over his career, Joshua has guided major projects including enterprise system rollouts, multi-site technology upgrades, and the creation of secure, resilient operations that empower teams and drive business success. Recognized for his calm, solutions-focused leadership style, Joshua excels at bringing clarity to complex challenges and fostering collaboration across technical and non-technical teams. At Guardian Public Safety Services LLC, he is dedicated to building strong client relationships, delivering dependable solutions, and ensuring technology is a catalyst for innovation and long-term growth.

Aaron Lathrop
VP - Business Development, Improvement, & Operations
Aaron Lathrop - With a dynamic career spanning four decades across construction, automotive sales, and healthcare, Aaron has cultivated a profound expertise in leadership and operational management. His specialty lies in driving Operational Excellence and Process Improvement, a skill set fortified by credentials as a Lean Six Sigma Green Belt. For the last eight years, Aaron has dedicated his talents to the healthcare sector, leading teams of support services professionals and playing a critical role within the Healthcare Incident Command Structure. His commitment to crisis readiness was further solidified by attending FEMA’s prestigious healthcare leadership for mass casualty events course, and he now serves as a trusted Incident Commander and Deputy Incident Commander for his hospital. Aaron’s passion for structured leadership extends beyond the workplace and into the open ocean. A licensed U.S. Coast Guard Merchant Marine Captain, he spends his leisure time delivering sailing vessels between the USVI and New England. This unique experience inspired him to found an offshore training school, where he masterfully integrates the framework of the Incident Command System to teach students how to safely and effectively manage an offshore passage. This seamless blend of his professional crisis management skills with his love for sailing demonstrates a deep-seated commitment to preparedness, safety, and empowering others in any high-stakes environment.

Dylan Mosher
Associate VP of Training
Dylan Mosher - honorably served for eight years in the United States Air Force, where he specialized as a medic in emergency and pre-hospital medicine. His extensive service provided him with invaluable experience and expertise in critical care situations. During his tenure, Dylan demonstrated a remarkable ability to collaborate with diverse entities. He worked with all branches of the U.S. military, fostering strong inter-service relationships, and also extended his collaborative efforts to include NATO allies and various civilian agencies. These partnerships were crucial for conducting comprehensive training exercises and delivering life-saving medical care in a wide array of real-world scenarios, often under high-pressure conditions. Dylan's operational experience is robust, encompassing critical areas such as Emergency Management, where he developed strategies for large-scale incident response. He is highly skilled in mass casualty response, demonstrating the ability to efficiently triage and treat numerous patients simultaneously. His expertise also extends to search and rescue operations, prolonged field care in austere environments, and critical response to CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosive) threats.Throughout his career, Dylan developed a profound passion and unwavering commitment to ensuring the highest quality of training for all trainees. Dylan has transitioned his primary focus to education and training. In this role, he has both led and facilitated a wide variety of medical training programs. These programs range from in-hospital clinical instruction to field-based tactical medicine and combat casualty care. His methods are designed to be comprehensive and adaptive, preparing trainees for any medical challenge they may encounter. Furthermore, Dylan is a highly trained operator of ultra-realistic medical simulators. He skillfully utilizes these advanced tools to create the most authentic and immersive practice environments possible for trainees. This commitment to realism ensures that individuals gain practical experience and develop critical decision-making skills in a safe yet challenging setting, ultimately enhancing their preparedness and proficiency in real-life medical emergencies.
